Lawmakers in Annapolis debated a bill that would allow violent offenders who committed crimes as young adults to petition for early release after 20 years while limiting eligibility to those not sentenced to life without parole and excluding registered child sex offenders (the bill applies only to offenders aged 18 to 25). The measure advances to a final House vote before it goes to the Senate (Gov. Moore’s office has not yet commented).
